Formerly served as a member of the CPC Standing Committee and Vice Governor of Dehong Dai and Jingpo Autonomous Prefecture, Yunnan Province, the Director of Department of American and Oceanian Affairs, the Department of International Trade and Economic Affairs at the Ministry of Commerce (MOFCOM), Vice Minister of MOFCOM, and Vice Minister of Foreign Affairs.
